font-weight: bold;">义乌市廿三里街道办事处3月18日回复：</span><span style="font-size: 16px;">经了解，舍口塘自然村归属义乌市廿三里街道派塘村，舍口塘村2023年2月已完成整村旧改用地核定工作。2023年12月正式成立旧改小组开展旧改工作。依据《义乌市农村有机更新实施办法》第二章第七条：农村有机更新以农民自愿为前提。整村实施农村有机更新的，需经90%以上农户同意并签订旧房收回协议后，村级组织提出开展农村有机更新申请，报镇街批准；也允许部分区块实施农村有机更新，但需经95%以上农户同意并签订旧房收回协议。按照实施办法，舍口塘村为派塘村的自然村，需经95%以上农户同意并签订旧房收回协议，才能启动有机更新。</span><span style="font-size: 16px;
